That's a terrible idea. The length of the article does not determine it's quality. All this serves to do is promote spam and lengthy but poor quality articles.
If you don't agree, take a look at some of the highly rated articles on the main page and take note of their character count. You should see that well written articles can come in different lengths and aren't necessarily lengthy ones.
