I've been playing this game for over a year now. The servers I was in, had some of the nicest pay 2 play ppl I've ever come across in a mobile game. A level city hall in 10 days will never happen, unless you’re putting money in the game or have farming accounts to help with the RSS and time on your hands. Even than I remember it taking me well over a month to get to city hall 15.
I completed this offer on another website about a year ago. The reason they started putting a timer on when you need to finish the quest, is because it's not possible to do within their time frame and they won't you to spend money and get hooked on the game.. Fact
Level 15 with no money in the game will take you I believe two months.. well over one month for sure.. not worth the daily grind
