To get new skin you have some options:
1) Winning them in match (skins will be gaved to good player by a random system)
2) Opening chest
3) Getting them by sites (like Clickloot, this isn't product placement but just an example)
4) Shopping them in steam market
Beside the random 3 cents skins you sometimes (rarely) get while playing, I'm afraid the only way to get them is to open boxes or directly buying them from steam community market or other places.
