No, they aren't! But the Gamehag team decided to reduce the reward for them to 1/3 Soul Gems. So almost no one makes a new one.
its still showing the max of 250 SG for me that it has for the last maybe.. 6 months? so not sure if thats the case as its only been last few weeks

@rxch3lx I don't think so. It is most likely users/moderators have rejected your article for a reason. Maybe it's your spelling errors or grammar mistakes? Check your article again and try posting it again to see if it will be accepted.
