first you need to have an email (hotmail, gmail, yahoo or whatever) , go to the steam site and you see up the right corner sign up, press is and fill it with valid informations such as your name, your day of birth... etc when you finish they will send you a check your email and you'll find a message that contains a verifying link click on it and you'll have an account.
