I think they have to put the application to gain experience for the forums, but only for those of level 1, 2, 3, and when they reach level 4 they give them a warning that they have to change from forums to missions, because the lower ranking users would like to (ask) and have a higher ranking user (level 4) or higher answer, so there isn't much spam.
The problem is that the idea of the developers was to improve the website, and the best option they had was to remove the option from the forums, therefore, I don't think they will add the other ideas from the forums :/
